"content": "(b) has had at least ten years proven experience in leadership at senior management level; (c) has experience in finance, management and public administration; and (d) satisfies the requirements of Chapter Six of the Constitution. (3) The Secretary shall— (a) be appointed by the Cabinet Secretary; (b) be an ex officio member of the Council with no right to vote; (c) be the secretary to the Council; (d) subject to the directions of the Council, be responsible for the day to day management of the affairs of the Council; and (e) perform such other functions as the Council may from time to time, determine. (4) The Secretary shall serve on such terms and conditions as the Cabinet Secretary may determine."
