    "content": " Mr. Temporary Deputy Chairman, Sir, I stand to support this as firmly as one can do. I want to salute the committee and the Chairman for accepting this very fundamental departure from the 1968 Education Act. It is well that I go on record to say that more than one million Kenyan children who are entitled to basic education do not go to school partly because of the challenges that nomadic and other marginalised areas face. Therefore, I wish to plead with the House to accept this Council. It is pretty straightforward. It is very well laid out. I beg to support."
