    "content": "It is for that reason that I want to support and persuade some of the other hon. Members; that there is a valid reason to conclude what we can conclude. The Bills are not against the counties. Most of us went round this country to actually push for devolution. This is really what some of us believe in. It would be even much easier for the counties to start their work if, in fact, certain policy is already in place."
