    "content": "Mr. Temporary Deputy Speaker, Sir, the spirit of the Agriculture, Livestock, Fisheries and Food Authority Bill is extracted from 151 Acts of Parliament and 331 subsidiary legislation on matters that touch on agriculture. You have one shop that will do all that, that was put in very many words. I do not want to belabour so much in terms of the constitutionality of these Bills. The Commission on the Implementation of the Constitution (CIC) is an organization that I would really trust. They participated in a meeting with us in Mombasa for a whole week and we went through these Bills. Everything that they thought could be done was done. I have a letter from the Transitional Authority here which reads that:- “The Transitional Authority supports the establishment of the Agriculture, Livestock, Fisheries and Food Authority, to bring together all the bodies charged with regulation, production, processing and marketing of various agricultural---”"
