Ruto took you through the schedule which lists the functions of the national Government and the functions of the county government and the argument is that where the functions rest with the county government, it will be the jurisdiction as we say in law for this House to purport to enact laws that under the Constitution should be enacted by the county. He is not challenging all the valid points you are making regarding the need to reform the laws and that is why I am saying that you do not go to issues that do not touch on the legal basis. You sought as the Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives to speak on this issue on the constitutionality which I cannot deny you, but be bound by the rules on relevance."
