Let me just mention that these Bills were well thought out for a very long time and the reasons were not to take away powers from the counties. We are all devoted to the county system. What we were supposed to do and what we want to achieve is first of all to have a system of regulation. You cannot run agriculture in the entire country without having a regulatory body. The whole point is that, if you have about 50 institutions regulating, it cannot work. We wanted to consolidate all of those into one and each county would then have its branch to do whatever it wishes."
