It says that if the Speaker is of the opinion that any proposed Motion is contrary to the Constitution, without expressly proposing appropriate amendment of the Constitution or is too long or is framed in terms which are inconsistent with the dignity of the House et cetera, then the Speaker may rule that the subject matter is inadmissible or that notice of it cannot be given without such alteration as the Speaker may approve."
