    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after clause 15- Qualifications of Deputy Director General 15A. A person shall be qualified for appointment as the Deputy Director-General (Livestock) if the person- (i) is a citizen of Kenya; (ii) holds an undergraduate degree in animal sciences; (iii) holds a doctor of philosophy degree from a university recognized in Kenya; (iv) has at least ten years experience in leadership or at senior management level in research; and, (v) meets the requirements of Chapter Six of the Constitution."
