    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, clause 3 be amended by deleting subclause (1) and substituting therefor the following new subclause— “(1) The objects and purposes of this Act are to provide— (a) a framework for mitigating and adapting to the effects of climate change on all sectors of the economy and levels of governance; (b) a mechanism for financing, coordination and governance of matters of climate change; (c) for the formulation of programmes and plans to enhance the resilience of human and ecological systems to the impacts of climate change; (d) for the mainstreaming of the principle of sustainable development in the planning for and on climate change response strategies and actions; and (e) minimizing the emission of greenhouse gases and other pollutants by facilitating approaches and uptake of technologies that support low carbon climate resilient development.”"
