    "content": "Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 20 be amended— (a) in subclause (1), by— (i) deleting the word “Authority” and substituting therefor the word “Council”; (ii) deleting the word “otherwise” appearing in paragraph (e) and substituting therefor the words “measures for”; (b) in subclause (2), by inserting the words “by the” immediately after the word “formulated”."
