    "content": " Mr. Temporary Deputy Speaker, Sir, I beg to move that The Kenya Institute of Curriculum Development Bill (Bill No.64 of 2012) be now read a Second Time. Allow me, first of all, to thank this House and the country for embracing the reforms in education that have been more or less concluded. Only this afternoon the Basic Education Bill passed through the Third Reading and I want to thank hon. Members. This institute otherwise known as the Kenya Institute of Education (KIE) was established in 1976. However, it has had a very unstable legal framework as you can see by the fact that there was first of all Legal Notice No.144 of 1980, followed by Legal Notice No.126 of 1984 and Legal Notice No.125 of 2004, Legal Notice No.55 of 2007 and Legal Notice No.120 of 210. It has been like a motherless child."
