    "content": " Mr. Temporary Deputy Speaker, Sir, I beg to move that the Office of the Director of Public Prosecutions Bill be read a Second Time. The reasoning behind this is the same as that of the Office of the Attorney- General. It is to complete the constitutional separation of these two offices. The people of Kenya in their infinite wisdom decided that the functions of the Chief Prosecutor of the Republic should be in the hands of an independent person who enjoys security of tenure. We will recall that under Statute Law (Miscellaneous Amendment) Act No.1, 2012, we donated some of the powers that were in the Evidence Act, the Criminal Procedure Code and the Penal Code itself to the Director of Public Prosecution.
