The amendment to Clause 22 as circulated seeks to delete the word “may” in sub-clause 1, just like we did in Clause 2 and substitute with “shall”. It also seeks to add “and aquatic resources” immediately after the word “agricultural land”, which makes it to comfortably cover both fisheries and agriculture. That is the essence of that amendment."
