    "content": "Participation of farmers 39A. (1) For purposes of ensuring effective participation of farmers in the governance of the agricultural sector in Kenya, there shall be close consultation with all registered farmers organizations in the development of policies or regulations and before the making of any major decision that has effect on the agricultural sector. (2) The Cabinet Secretary shall make rules- (a) to ensure that any agreements, including any agreement with regard to contributions by farmers to their organizations, entered into between the farmers and the farmers organizations to which such farmers belong shall be respected by any third parties (b) to provide the procedures for internal democracy in the farmers organizations."
