    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 15 of the Bill be amended- (a) in sub-clause (1) by deleting the words “and be licensed by”; (b) in sub-clause (2) by deleting the words “and licensed”; (c) by inserting the following new sub-clause immediately after sub-clause (2). (2A) The Cabinet Secretary shall, in consultation with the relevant county executive committee member responsible for agriculture, prescribe regulations providing for the procedure for registration of dealers and the regulations shall also set out the appeal process in case of refusal or denial of registration."
