For example, if you read what Clause 39 originally said, you will understand the import of this amendment. It says: - “The Cabinet Secretary may, in consultation with the Authority, make regulations for the better carrying into effect of the provisions of this Act, or for prescribing anything which is to be prescribed under this Act.” This means the Cabinet Secretary will be applying the functions given to the county government by issuing regulations and directives as if he will not recognize the existence of the functions under Schedule IV."
