(b) I am also not aware that the law remains rigid because of the paper-based system or lack of e-procurement. I wish to inform that House that e-procurement is an ongoing process and some aspects of Information Technology have been introduced and are already been used. For instance, tender documents can be accessed from the website and procurement related financial commitments are done through the Integrated Procurement System or the Integrated Financial Management System. (c) The Government is currently undertaking a review of the Public Procurement and Disposal Act for purposes of realigning it with the provisions of the new Constitution. In addition, the Government is in the process of introducing the e-procurement system, which is an Information Communications Technology (ICT) based system that will help to ensure that all procurement is, not only consistent with the law, but also operationally efficient."
