"content": "Mr. Deputy Speaker, Sir, regarding the Constituencies Development Fund (CDF) the significance of this pressure that we are putting on the Minister is because as we transit from the Tenth to the Eleventh Parliament, there will, obviously, be in some constituencies change from one Member of Parliament to the other. There is a very big risk that some projects might stall because of lack of good will and co-operation from the person who will be succeeding the current Member of Parliament. We would like him when responding to this pressure, to appreciate that there is need for him to consult with the Ministry of Planning, National Development and Vision 2030. This is because there is even another bigger disaster; even the little funds that he has been able to release, is skewed. For example, Ikolomani Constituency has so far received only 15 per cent of the disbursement. When I follow up from colleagues, I hear that they have gone into the second tranche. Why would there be skewed release of funds by the Ministry of Planning, National Development and Vision 2030? He has to tell us unless he wants the people of Ikolomani to come and demonstrate outside Treasury and outside the office of the Minister for Planning, National Development and Vision 2030. We do not want to demonstrate---"
