    "content": "Mr. Deputy Speaker, Sir, again, I rise to second this particular procedural Motion. In doing so, I want to appreciate the members of this House for always coming to the rescue of Government. There are three Bills before us. We are more interested in the first two: The Statue Law (Miscellaneous Amendments (No. 2), Bill, (Bill No. 82 of 2012), and The County Governments Public Finance Management Transition Bill (Bill No. 84 of 2012). These two Bills are critical in terms of facilitating the transition to the devolved system."
