    "content": "This is a great day for the Constituencies Fund Committee (CFC) for promoting and publishing this Bill on the CDF, whose primary purpose is to align the CDF to the current constitutional dispensation. We have also made sure that the Board is lean and conforms to the normal size of the constitutional commissions. More fundamental is to ensure that the Fund continues to serve at the constituency level. The argument that we now have devolution should not arise because devolution is getting money from the Government. The same needs to be done at the constituency level, which the national Government could not appreciate. We submit that even at the county level, there will still be a case for this Fund to continue."
