    "content": "already banned the importation of GMO foods into their territories on account of food safety and welfare of their own citizens. Where there is apprehension and uncertainty with regard to the safety of food products, precautionary measures to protect the health of the people must be undertaken. (b) I am not aware that the ban on the importation of GMO will adversely stifle the ongoing biotechnology research in the country because the ban is on importation of GMO foods for human consumption or GMO foods that will eventually enter into the food chain and not biotechnology items used in research. (c) The ban on importation of GMOs was based on provisions of the Food, Drugs and Chemicals Substances Act, Cap. 254 which specifies the authorized officer for the purpose of implementation of the Act. The ban was done in concurrence with a Cabinet decision and a directive to relevant institutions, including the Ministry of Higher Education, Science and Technology under which the National Biosafety Authority falls. The Minister was part of this decision. My Ministry is planning or has commissioned a study on the safety of GMO foodstuff to guide the way forward regarding the importation of GMO foods and it is in consultation with the Ministry of Higher Education, Science and Technology."
