    "content": "On a point of order, Mr. Deputy Speaker, Sir. Drought mitigation cuts across several Ministries in this Government. Would I be in order to say that this Question is very important and that it is in the right place? The Minister for Finance should answer the Question because he has the total resource allocation for drought mitigation. The Ministry of Water and Irrigation is carrying out drought mitigation. The Ministry of Agriculture, the Ministry of State for Special Programmes and the Ministry of State for the Development of Northern Kenya are doing the same. All these Ministries are carrying out drought mitigation. Would I be in order to ask the Minister for Finance to tell us how much was used in total for drought mitigation?"
