    "content": " Mr. Deputy Speaker, Sir, I will be the first to admit that we have not been able to comply with very strict constitutional time lines. The reason I have given is an honest one and it is a truthful one. In my view, no constitutional harm has been caused because the President has not, by the exercise of his veto, written to your office indicating that he does not wish to assent to those Bills. So, we are within a safe constitutional zone. I appreciate your concern that in a happy world, we should do it dead on time. I hope that next year and after we have institutionalized our new constitutional provisions, this will be the case. Mr. Deputy Speaker, Sir, but for now, take my personal assurance that every Bill that the House has passed, for which you have not received a memorandum from the President, it will be presented to His Excellency the President as soon as the vellums have been made available by the Printer."
