"content": "Mr. Deputy Speaker, Sir, you have quoted Article 115 of the Constitution. We went further to give effect to that Article in our Standing Order No.125 where the Clerk of the National Assembly is under obligation of 14 days after the House has passed the Bill, to take it to the Attorney-General. The Attorney-General is also under a 14 days obligation to take it to the President. Now it will take 28 days for the IDP Bill that was passed by this House on 12th October. We spent resources. We took the time of this House. The plight of the IDPs does not seem to be a priority to this Government. In the event that we fail to observe Article 115 and Article 125, then Article 116 should be operationalized. Failure by the Head of State to assent to a Bill within 14 days means that the law automatically takes effect unless he has brought it back to the House in a form of a memorandum. Could the Attorney-General spare himself since he seems to have been too busy in the last few months, extra unnecessary efforts, and make sure the Bill becomes law by operation of Article 116?"
