While this business is going on, a document has been circulated to each one of us showing that the President will be in the House by 4.15 p.m. Has he been caught up in the Nairobi traffic jam or what is the position given for this lack of business in the House on account of His Excellency the President not being in the House after he informed us that he will be here?"
