    "content": "They have never been in Parliament for the last several months but I intend to report that to the President when he walks in. However, I would like to get a Ministerial Statement from the Leader of Government Business to tell us when this Government intends to lay before the House several Bills that are required for the proper functioning and implementation of the Constitution. One is the County Budget Estimates Bill. Two, is the Transition to County Allocation of Revenue Bill, three is the Transition to County Appropriation Bill and, four, National Planning Authority Bill. Does the Government intend to respect the constitutional provision that at least 15 per cent be availed for the county governments for the last quarter of this financial year?"
