    "content": "I also want to confirm that this Government has been more committed than is popularly peddled around at times to the issue of devolution. It has gone the extra mile in creating the structures for devolution and bringing the necessary legal and institutional frameworks to support it when we get there following the elections on 4th March, 2013. So, I just want to clarify that nobody wants to frustrate devolution. Indeed, the Bill that was brought by the Minister for Finance to facilitate the smooth transition of the financing mechanisms as they currently exist to the new financing mechanisms that will support devolution ahead of the full implementation in the next financial year is an initiative of the Government that was not even prompted by anyone else except this Government. So, that Bill will be coming and will be debated by the House in its Second and Third Reading. Once the House passes it plus all the others in terms of devolution, division of revenue and allocation and all those others that are required, we will be here."
