    "content": "I had occasion to serve in the Coalition Government and I must admit that working with His Excellency the President was the best thing that I can remember of his legacy. He encouraged me as Minister and, in fact, I remember on one occasion he asked me: “Mr. Minister, are you sure the fertilizer that is subsidized has actually got into the country?” and I said: “Yes, Sir”. He told me that he wanted to launch that programme himself and he actually honoured the appointment and did exactly that. As you go on retirement, know that the rest of us whom you have left behind have learnt truly the slogan of “ kusema na kutenda ” from you and we will follow in your footsteps in making sure that leadership matches what they say with what they do."
