    "content": "Mr. Speaker, Sir, His Excellency has opened up the otherwise impossible northern Kenya. That is something we will never forget. When we hear of a road going from Isiolo all the way to Marsabit--- These are things which have been next to impossible and we must congratulate him. As he goes into retirement he knows that he has made Kenya one country through the infrastructure programme that he has implemented. I think for me, I would just want to thank him. May God bless you, and please continue to be of service to your country."
