    "content": "Mr. Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Justice, National Cohesion and Constitutional Affairs on the recommendation by the Chairman of the Commission on Administrative Justice that the Members of Parliament for Embakasi and Makadara constituencies should not contest for any post in the next general election. Mr. Speaker, Sir, in the Statement the Minister should:- (a) indicate the mandate of the Commission and clarify whether or not the Commission is the right organ to determine the integrity question of the two Members; (b) clarify whether the declaration by the Chairman does not infringe on the constitutional rights of the two Members to contest for public office; (c) clarify whether barring the two Members from contesting the next general election does not violate the constitutional rights of the voters in Nairobi from electing their leaders."
