    "content": "Mr. Temporary Deputy Chairman, Sir, I have consulted with the Assistant Minister. We have agreed that we retain my proposed amendments to Clause 3(a) and (b) but I withdraw parts “c”, “d” and “e”. Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 of the Bill be amended in sub clause (3)- (a) by deleting the words “representing local authorities, appointed by the Minister in consultation with the Association” appearing in paragraph (d) and substituting therefor the words “representing counties, nominated by registered associations in such manner as may be prescribed and appointed by the Minister” (b) by deleting the words “local authority” appearing in paragraph (e) and substituting therefor the words “county”;"
