    "content": " Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 44 of the Bill be amended by inserting the following new sub clause immediately after sub clause (4)— (5) After concluding the competitive dialogue stage, the contracting authority may alter project specifications, risk matrix or structure and may reopen pre-qualification for the project, while keeping the initial prequalified parties qualified. Again, this is improving the clause to make sure that all the necessary procedures will be agreed upon."
