    "content": " Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 45 of the Bill be amended— (a) in sub clause (1) by deleting the words “unless otherwise stipulated in the invitation to bid or tender documents prepared by the contracting authority”; (b) in sub clause (2) by deleting the words “tender document ” and substituting therefor the words “bid submission”; (c) in sub clause (7) by inserting the words “except for construction and design criteria at the later stage of the project ” at the end thereof. This is just to make sure that there are no anonymous bids, and that every bid has a name."
