However, by now, you should have acquainted yourself with the Standing Orders and the procedures in the House. You cannot impute any improper motives on any Member of the House without a substantive Motion. You cannot talk about any hon. Member unless you have a substantive Motion. So, in the event you wish to discuss the conduct of a Member of this House, you must bring, first of all, a substantive Motion. You are at liberty to do so."
