    "content": "Madam Temporary Deputy Chairlady, for purposes of legislative history I am glad that Mr. Nyamweya has put that on record. One of the things that the Committee was uncomfortable with is that it seems to imply that it has given the Attorney-General certain powers that he does not have within the Constitution. The Committee understands that it is professional independence that he has. By virtue of this Bill, we will give him precedence over a whole lot of lawyers within courts. Just to clarify for Mr. Nyamweya, what we have carried is what was agreed by the Committee, which was to delete Clause 5(2) and retain Clause 6(5). In my view, that is what we have done and the Attorney-General has proposed a different further amendment. So, what we have done is what was agreed upon by the Committee."
