    "content": "I want to indicate that this Bill is addressing a very important resource in this country – the so-called “hands-on Kenyans” or Kenyans with vocational and technical skills. Those are actually the movers of any economy in the world. I want to indicate that, as a Committee, we have worked very closely with the Minister and his staff. We have looked at this Bill. Of course, we will be proposing a few amendments to it but I want to really support it and indicate that it is important that this Parliament passes this Bill before we go on recess."
