"content": "I was commenting with respect to the appointment of the Board of Governors of an institution located in a particular county. I was proposing greater presentation for the county than just one representative because of the greater role we hope to play as counties in this new dispensation that is forthcoming. The Second Schedule states that within a period of four months from the end of each financial year, a board of governors shall submit to the Auditor-General, or to the auditor - I think it should be to an appointed auditor - to render services to the institution or the board of governors responsible for that. With those few remarks, I beg to support."
