    "content": "First, Section 16(1) of the Ethics and Anti-Corruption Commission Act requires the Commission to appoint, through an open, transparent and competitive recruitment process and with the approval of the National Assembly, a suitably qualified person to be the Secretary to the Commission. The Minister for Justice, National Cohesion and Constitutional Affairs via a letter dated 19th December, 2012 has forwarded to the National Assembly the name of one Mr. Halakhe Dida Waqo for approval, as the most appropriate candidate for the position of Secretary to the Commission. I, therefore, direct that the name of the nominee and the accompanying curriculum vitae be forwarded to the Departmental Committee on Justice and Legal Affairs for consideration prior to approval by the House. The Committee is directed to table its Report to the House on or before 27th December, 2012. I thank you."
