    "content": "Mr. Temporary Deputy Speaker, Sir, I am aware that the Management Committee of the CDF expected to receive the whole amount of Kshs21,763,000,000 allocated to the Fund during this financial year, before the end of December, 2012. However, due to shortfall in revenue collections amounting to Kshs43 billion, I have not been able to meet the expectation. In addition, the increase in salaries of teachers, lecturers and doctors, which were not originally programmed, made very heavy demands on the national Exchequer. In the interest of our children and the sick, the Government had to prioritize and ensure that the payments were honoured."
