"content": "Mr. Temporary Deputy Speaker, Sir, let me also add my voice in supporting our recommendation on the appointment of Mr. David Kimaiyo as the Inspector-General of the Kenya Police Service. I come from a hotspot area in terms of cattle rustling. Time and again, when such incidents occur, the problem that is normally witnessed as the reason as to why the bandits are not arrested is that the police do not have adequate resources and tools for the job. They do not have enough vehicles. Even where they sleep is quite questionable. Mr. Temporary Deputy Speaker, Sir, while serving in the Committee on cattle rustling, we encountered a situation where a police station was actually surrounded by cattle rustlers and none of the officers went out. Even when they went out, there was no vehicle with which to pursue the bandits. Therefore, as much as we can have somebody with many credentials and skills, that person also needs adequate resources and tools, so that he can do the job properly. So, I hope that, in terms of resource allocation, the Government will also ensure that the Inspector-General will have all the resources necessary to ensure that he carries out his duties well. With those few remarks, I support his appointment."
