    "content": "Mr. Temporary Deputy Speaker, Sir, I also stand to support this Bill. In supporting this Bill, I am alive to the situation that we already have; we have the County Governments Act and the Public Financial Management Act that devolved at that level. But there are some gaps that must be closed now to ensure that the processes are put in place. We are also aware that the county councils will no longer be there. We are also aware that there is revenue being collected by the county councils, and at least there must be a way of trying to document them."
