    "content": "we do not, collection agents will easily become institutions unto themselves, claiming to the Treasury that counties have not developed the capacity to collect revenue and you know how sensitive collection of revenue is. We may find that building of capacity in the county governments is delayed for a very long time. Whereas I really support this Bill, let me also point out that it will have to be looked at very carefully by the Senate, because the Senate is the body that will be looking after the counties. It should make sure that the implementation does not lead to, first, the stifling of capacity developed in the counties and, secondly, ensure that as counties build capacity, those dangers in dealing with assets and liabilities and collecting revenue are very carefully looked into.
