"content": "My caution is to the Minister. As he plans to transfer personnel to the counties, he must be careful only to send experienced, skillful and dedicated staff to the counties. Otherwise, if the headquarters or Ministry decided to send or transfer deadwood to the counties, the foundation that is desired in the counties will not be realized. It is also important for the Ministry to realize that our local authorities have been reckless in allocating land. This spirit of allocating community land must be stopped immediately. This Bill is intended to stop that menace."
