Indeed, I want to confirm to the Chairman of the Budget Committee, hon. Nkaisserry and the other hon. Members that, indeed, I have already prepared an amendment and it is already with the Clerk’s office to say that on 30th September 2013, this Act will automatically lapse in order to avoid this Authority perpetuating itself by saying that this country is not ready and you will still require more time or by saying that the people you have employed are not qualified."
