    "content": " Mr. Speaker, Sir, I beg to reply. (a) I wish to state the ESP Majengo Market Project has not been undertaken as per the contract terms. The M/s Star Contractors Ltd has not honoured its obligation as per the signed contract documents to complete the market on time despite the fact that they have been paid Kshs6,439,384.20 against the contract sum of Kshs10 million. The contractor’s explanation for non-completion is as a result of delays in honouring interim payments. (b) The Ministry intends to terminate the contract and re-advertise for the remaining works."
