    "content": "Mr. Speaker, Sir, we are working in liaison with the various local authorities within the jurisdiction of each ESP market. They are the ones who are responsible for issuing the final completion and occupation certificate. As soon as they do so, then we will hand them over to the local authority for management and also for the allocation of the stores. Some of the local authorities have raised a few concerns of either outstanding works or sometimes the non-provision of certain services such as fencing. With that regard, I would like to ask for the indulgence of the Members, we have had to resort to even the CDF and request that, if possible, that could be provided. Where there is failure to meet those minor requirements that were not provided for in the contract, we then liaise and request the local authorities to allow for the occupation certificate and, subsequently, we hand over the project."
