    "content": "On a point of order, Mr. Deputy Speaker, Sir. I want to take on the Major-General on a point of order. Ordinarily, like you say, this is a civilized House. We are guided by the rules of the House and we are to debate within the confines of those rules. One of the fundamental rules of this House is relevance to debate. You cannot start talking about issues that have nothing to do with the Supplementary Estimates. They are not adding any value to this debate but take our valuable time. If the hon. Maj-Gen. Nkaisserry has nothing to say he should sit down."
