    "content": "Thank you, Mr. Deputy Speaker, Sir. We need to make it clear that the era of the “rubber stamp Parliament” is long gone. It cannot be in order for a Minister to come and ask us to approve financial obligations on the basis of a promise to publish a Bill. Until those Bills are published and we see that they comply with the relevant provisions of the Constitution, it is completely out of order for us even to discuss this Motion. Therefore, I urge you to order that the Motion is withdrawn until we see that the Bills that have been published comply with the law. Only then, can we discuss this."
