    "content": " Mr. Deputy Speaker, Sir, I regard this fiscal cliff as a very healthy sign that Members of this august House have keen eyes on matters of money and are very focused on ensuring that devolved funds are available to counties as indeed those of us who are eyeing Senate seats and governor seats in the counties must make sure that come next year, these counties have enough resources to move on. I think that is a positive sign.
