Kaino and Members, just as we commenced this sitting a call came through to my office to the effect that the Minister for Water and Irrigation is caught in circumstances beyond her control and she is, therefore, not able to be in the House this afternoon. I do not know what those circumstances are. I will, therefore, defer this Question to Tuesday afternoon and hope that the Minister will come and be able to give a full account to the House that we will find acceptable. I want to charge the Minister for Education with the responsibility to let the Minister know that. Hon. Mutula Kilonzo, will you convey this to the Minister?"
